Adding a Pool to a New Wesley Chapel or Land O' Lakes Home
A pool at a new Wesley Chapel or Land O' Lakes home is a Pasco County permit, even with a Zephyrhills-routed ZIP. What the new lot needs, and the timeline.

Pasco County permits a pool at a new Wesley Chapel or Land O' Lakes home, because neither community is a city. Its checklist needs the home's finish floor elevation, easements and a drainage plan, which Pasco copies where one is on file. Pool Pros puts a build at about 8 weeks once HOA approval and permits are complete.
A new home in Wesley Chapel or Land O’ Lakes comes with paperwork a pool permit leans on: the closing survey, the recorded plat, and possibly a drainage plan already on file with Pasco County. Knowing which office wants those papers, and in what form, is most of the work.
Which office permits a pool in Wesley Chapel or Land O’ Lakes?
Pasco County Building Construction Services permits both. Pasco County has six incorporated municipalities, Dade City, New Port Richey, Port Richey, San Antonio, Saint Leo and Zephyrhills, and neither Wesley Chapel nor Land O’ Lakes is one of them. A pool on unincorporated land in Pasco is filed through PascoGateway with the county.
| Community | ZIP codes | Permitting office |
|---|---|---|
| Wesley Chapel | 33543, 33544, 33545 | Pasco County Building Construction Services |
| Land O’ Lakes | 34637, 34638, 34639 | Pasco County Building Construction Services |
| Inside Zephyrhills city limits | Any | City of Zephyrhills building department |
Why do some Wesley Chapel addresses say Zephyrhills?
ZIP codes 33543 and 33544 are delivered by the Zephyrhills post office, and some ZIP databases still list both under Zephyrhills. The current preferred mailing name for all three Wesley Chapel ZIPs is Wesley Chapel.
The mailing name does not move the permit. The City of Zephyrhills runs its own building department, but that department only covers parcels inside Zephyrhills city limits. A pool in a Wesley Chapel subdivision stays with Pasco County.
What does a new home need to supply for the pool permit?
Pasco County’s current pool checklist, revised November 8, 2025, asks for signed and sealed construction plans, an ANSI form, the pool safety act form, a site plan and a drainage plan. Several site plan items come straight from the new home:
- The primary residence finish floor elevation, and corner deck elevations for the new deck.
- The pool, spa and deck laid out against the house, accessory structures and lanai foundations.
- Property lines with dimensions, and setbacks to every property line and existing structure.
- Easements with dimensions.
- Flood zone identification, with a demarcation line if the lot sits in more than one zone.
On a Pool Pros build, engineers draw the plans and Pool Pros manages the permitting with local authorities.
Where does the drainage plan come from on a new lot?
A drainage plan may already be on file for a new home’s lot. Pasco’s pool checklist says an applicant may request a copy of an approved drainage plan, where one is available, by emailing PRR@mypasco.net.
That plan matters because a pool and deck add hard surface to a lot that was graded to drain a certain way.
What is the order from closing to swimming?
- HOA approval, where the community has an architectural review.
- Engineering and the Pasco permit. Engineers draw the plans, and the application goes to Pasco County Building Construction Services.
- The build, about 8 weeks once HOA approval and permits are complete, by Pool Pros’ own published figure.
- Startup, 28 days of startup maintenance while the interior finish cures.
One paperwork note for new owners: the Pasco County Property Appraiser warns that new construction may not appear on its site until after January 1 of the next tax year. The closing documents identify the parcel until then.
Can the pool go in while the house is still being built?
Yes, when the home builder brings the pool into the build. For builders, Pool Pros works in stages around the house instead of waiting for it, an approach laid out on the home builders page. A buyer adding a pool after closing follows the order above instead.
What has Pool Pros built in Wesley Chapel?
Pool Pros has two finished pools in Wesley Chapel: a narrow, linear pool with twin sheer-descent feature walls in Whispering Oaks Preserve, and a dark natural stone design in Seven Oaks near the Shops at Wiregrass. Both are on the Wesley Chapel service-area page, with the Whispering Oaks write-up on its portfolio page.
