San Antonio, Saint Leo and Dade City: Who Permits a Pool?

Dade City issues pool permits for San Antonio and Saint Leo after the right city approves, and Lake Jovita, with a Dade City address, is Pasco County's.

It depends on which city limits the parcel sits in. Dade City's building department issues permits for Dade City, and by local agreement for San Antonio and Saint Leo, after the right city approves the application first. Land outside all three, including the Lake Jovita Golf and Country Club, is unincorporated Pasco, permitted by Pasco County.

East Pasco has three small municipalities within a few miles of each other, Dade City, San Antonio and Saint Leo, and one building department that issues permits for all three. The mailing address on the lot does not say which of them, if any, the parcel belongs to.

Which office issues a pool permit in Dade City, San Antonio or Saint Leo?

Dade City’s building department issues the permit in all three. The City of Dade City states that it “is in a local agreement with the City of San Antonio & the Town of Saint Leo Jurisdictions” and issues their building permits. The City of San Antonio says the same from its side: it is in a local agreement with the City of Dade City for building permit services.

What is the order of approvals in San Antonio and Saint Leo?

The home city approves first, then Dade City accepts the application. The City of San Antonio says all building permit applications “must still be approved by San Antonio PRIOR to submitting” to the Dade City building department. Dade City’s page puts it the same way for both towns: get approval from the correct city first, and once approved, Dade City can accept the application.

Skipping the city step does not save time: until the home city approves, Dade City cannot accept the application.

Is Lake Jovita permitted by Dade City?

Not by its address alone. The Lake Jovita Golf and Country Club uses a Dade City 33525 mailing address, and Pool Pros’ own write-ups describe the community that way. The US Census Geocoder, checked against the clubhouse address at 12900 Lake Jovita Boulevard, places it in Pasco County and inside no incorporated city at all.

A pool on a parcel like that is a county permit from Pasco County Building Construction Services, filed through PascoGateway. Pool Pros has built two pools in Lake Jovita, and the design side of building there is covered in building a pool in Lake Jovita.

What does Dade City ask for with an in-ground pool permit?

Dade City’s building permit requirements page lists these documents for an in-ground swimming pool:

  1. Permit application
  2. Site plan
  3. APSP worksheet
  4. Septic approval letter from the Florida Department of Health, if applicable
  5. Tampa Electric Company (TECO) power approval letter
  6. Safety barrier affidavit
  7. Engineered plans, signed and sealed
  8. Plumbing diagram
  9. Copy of the contract or proposal
  10. Notice of Commencement

Dade City states that its review time is anywhere from 4 to 6 weeks. The TECO power approval letter is a Dade City line item that Pasco County’s own pool checklist does not include.

How do you confirm which jurisdiction your parcel is in?

  1. Search the parcel on the Pasco County Property Appraiser site, which returns the parcel record for an address.
  2. Start with the city. The City of San Antonio lists a permit coordinator at City Hall, 32819 Pennsylvania Avenue, and that office is where the San Antonio approval begins.
  3. Default to the county when the parcel is in none of the three. Pasco County Building Construction Services permits all unincorporated land, through PascoGateway.
