Pinellas Pool Remodel Permits: Which Office, by ZIP Code

Palm Harbor, Tarpon Springs, Oldsmar, Safety Harbor, Seminole, Largo, St. Pete: which office issues a pool remodel permit, and why the ZIP won't tell you.

By Pool Pros (CPC1461047) · October 13, 2026 · Homeowner Resources

The parcel's city limits decide, not the ZIP code. Pinellas County issues permits for unincorporated areas such as Palm Harbor and for partner cities including Safety Harbor and Oldsmar. Tarpon Springs, Seminole, Largo and St. Petersburg run their own building departments. The Pinellas County Property Appraiser's lookup names the right office for any address.

Remodeling an older pool in north or mid Pinellas starts with a question the ZIP code cannot answer: which building department covers the parcel. Pinellas County has a county department and more than a dozen city departments, and the lines between them do not follow ZIP codes.

Which office issues a pool remodel permit in each Pinellas remodel ZIP?

Pinellas County’s list of building departments sorts every community into one of two groups. Pinellas County Building and Development Review Services issues permits for unincorporated Pinellas and six partner communities: Belleair Beach, Belleair Shore, Indian Rocks Beach, Kenneth City, Safety Harbor and Oldsmar. Tarpon Springs, Seminole, Largo and St. Petersburg are among the cities that run their own.

ZIP code Mailing name Parcel inside city limits Parcel in unincorporated Pinellas
34683, 34685 Palm Harbor The city containing it Pinellas County, which covers Palm Harbor
34688, 34689 Tarpon Springs City of Tarpon Springs Pinellas County
34677 Oldsmar Pinellas County, which permits for Oldsmar Pinellas County
34695 Safety Harbor Pinellas County, which permits for Safety Harbor Pinellas County
33776 Seminole City of Seminole Pinellas County
33777 Seminole or Largo City of Seminole or City of Largo Pinellas County
33713 St. Petersburg City of St. Petersburg Pinellas County

Why are Safety Harbor and Oldsmar permitted by the county?

Safety Harbor and Oldsmar are incorporated cities, but Pinellas County lists both as partner communities whose building permits its own department issues. A homeowner in either city files a pool remodel with Pinellas County Building and Development Review Services, the same office that handles unincorporated land.

Tarpon Springs, at the north end of the county, works the other way. The City of Tarpon Springs runs its own building permit portal, so a parcel inside Tarpon Springs city limits is a city permit.

Why doesn’t the ZIP code settle it?

ZIP codes are drawn for mail delivery, and a single Pinellas ZIP can cover a city and unincorporated land at the same time. A Tarpon Springs or Seminole mailing address can belong to a parcel outside those cities, which makes it a Pinellas County permit.

Palm Harbor is the clearest case. Palm Harbor is an unincorporated community with no city government, so there is no Palm Harbor building department to file with, and a parcel in Palm Harbor itself is a Pinellas County permit.

ZIP 33777 shows the overlap from the other side: it is listed under both Seminole and Largo, and each is a separate city with its own building department.

How do you find the right office for a specific address?

  1. Use the property appraiser’s lookup. The Pinellas County Property Appraiser’s Find My Building Department page shows which building department serves an address.
  2. Match the result to the list. If the lookup returns unincorporated Pinellas, Safety Harbor or Oldsmar, the permit goes to Pinellas County. If it returns Tarpon Springs, Seminole, Largo or St. Petersburg, it goes to that city.
  3. Apply through that office’s portal, such as the City of Tarpon Springs building permit portal or the City of Seminole’s building forms.

Does a pool remodel need a permit at all?

Many remodel tasks do. Florida law requires a permit to repair a building unless an exemption applies, and structural and most electrical pool repairs need one. Which pool repairs need a permit, and how Pinellas treats enclosure work, is covered in does a storm-damaged pool need a new permit. The office serving the parcel makes the final call on any single job.

When a remodel is about the pool’s surface, what failing plaster looks like and why it comes off first is covered in pool remodeling 101: delamination. Resurfacing also means draining the pool, and in Pinellas an empty shell in wet ground is at risk, as covered in high water table in Pinellas.
